I seem to recollect the last offence they sited a misinterpretation of the rules.
Prior to that at the salary caps inception it was a dispensation
to allow time for them to bring their wage bill in line with the new financial constraints which had some merit.
The RFL continues to bring itself into disrepute with it's inconsistencies in every area of it's conduct.

Serial offenders like Wigan, no matter how small the breach will be dealt with a points deduction. I cannot believe how small the fine is. Five grand (half suspended) is chicken feed. It should have been 50K.

Where am I having a go you delinquent? You asked how those clubs are under the cap, I merely provided reasons that they are.
